It looks to me like Crystal's lip look employs a tiny little makeup artist trick to make lips look plumper. The liner is an eensey bit darker than the center of the lip. Be careful... It's easy to mess this up, and when you do it looks obvious and awful!

Liner- Urban Decay 24/7 Glide-on Lip Pencil in Heavy or Naked; MAC Lip Pencil in Soar or Subculture, or Cremestick Liner in Beurre.
Gloss- Bobbi Brown Shimmer Lip Gloss in Pink Sugar or Rose Gold; MAC Lipglass in Prrr or Oystergirl.
My recommendation: take your finger and smudge the pencil, so it fades into the lip color, then top with gloss.
